How to ground myself?

I'm starting my first computer build and am wondering how to ground myself. The case I'm getting is painted so I know that wont work. I was wondering if I could ground myself with a computer that has the parts in it(store bought Dell Dimensions 3000) and if it'll have to be plugged in or what. I also heard you can ground your self with the power supply with it plugged in but turned off. As it being my 1st build and on a budget I'd rather not fry my stuff.

    Touch the DISCONNECTED power supply and that will ground you.

    Just touch a metal object, make damn sure whatever you are touching isn't plugged in. The frame of the computer,

    Etc.
