Gravity - I would set it on a random timer so no-one could ever know what moment they'd float free as a balloon followed by what moment they'd slam into the ground to half their height; And it'd only be enforcible against geniuses with big ideas about "the needs of the many" - the actual many themselves that actually work for a living with their own hands would be exempt from the ping-pong see-saw up-down fly-slam new law of gravity.
