how to increase my speed for running?

im trying to get faster for the U.S Army I can run a mile in 6:41 but want to see if I can get it in 6:30 does running with weights on my legs help?

    Light ankle weights will help some.

    Go to a 400M (or 440 yd.) track. Do one lap repeats with a short rest in between. You must be able to run an average of 97.5 seconds per lap to achieve your goal. Learn and "feel" what this pace is like and strive to maintain it for four laps:

    1) 1:37.5

    2) 3:15.0

    3) 4:52.5

    4) 6:30.0
