This is a loaded question. Any operating system can be a server so long as it has the appropriate software to serve users. Windows and Linux are two popular platforms.

Usually you need a certified or experienced administrator to manage servers. The question about bandwidth really comes down to how many people/computers you want to allow to simultaneously transmit and receive data and how fast.

Your ISP has engineers that can help you over the phone calculate your throughput needs. Again this is a loaded question. You need to take into consideration, cost, capabilities of server, uptime, ISP bandwidth, etc... Just give them a call. Usually for someone that isn't adept at managing a server you could get a hosted solution that is either dedicated or shared.
