Is Core2Duo 2.66 GHz much better then Intel Pentium Dual 2.00 Ghz?

Hello . I was wondering is 
Core2Duo 2.66 GHz
A lot better then 
 Intel Pentium Dual 2.00 Ghz

I ask this because me and my friend are playing dead Island riptide . She can never run fast or walk fast in the game . Always lagging like this . I am guessing myself its down to her processor . Minimum requirements is Core2Duo 2.66 GHz but shes got Intel Pentium Dual 2.00 Ghz. So the 2.66 is much better right ? And this is most likely her problem ?

Processing speed generally does not mean much for gaming. The graphics card is the one to blame when it comes to lag. You could have 10ghz but a shitty graphics card and not be able to play much. But when multitasking the amount of cores and the processing speed is what can limit you

dual core is one processor doing all the work
core 2 duo is 2 processors doing half the work each

Your processor barely meets the requirements and hers is about half of yours. So she should be amazed her computer plays it at all.
