Can I use an AT&T locked phone with a Net10 SIM card (AT&T)?

I bought a Net10 SIM (AT&T) months ago.

According to their site (when I bought it) you could use an AT&T compatible phone or an unlocked GSM phone. By "compatible", does that mean I can use a locked AT&T phone? (i.e. Nokia Lumia 920)

    No, the att phone has to be unlocked

    I just purchased a Galaxy s4 from someone with ATT and I know for fact the phone is locked and I didn't have to unlock it. This was in the last couple weeks.
