Every form of art is a medium of expression. The painter of this artwork has expressed himself/herself which everyone is trying to decipher now as to what, and the person who has been painted in the artwork is also expressing himself and the outlet for the same is being acted by the chains which he is bound by.
The Blacks were oppressed & suppressed. To express oneself, this Black person has taken to painting the chains in Orange with a tinge of Yellow to possibly bring out his Fury against those who have chained him and don't allow him to exercise his freedom of speech & expression. Colouring of chains could also be to indicate to make things (here: colouring them) as per themselves (those who are chained in it), since colouring it is under their control even if they can't break free and to say that: "I'm only chained by you, but it is coloured as per my decision and touches my body in my chosen colour."
That's just my interpretation. I'm not sure though for as far as learning is concerned, I have a long way to go. :)

Perhaps the Painting might slow down the rusting of chain and probably can be used 4 a longer time ..

It seems to have an undertone of defiance. He is changing his history of Suppression to Impression, by turning his Iron Chains to Gold.
I think that the Jail with Bling one said it real well also.
