The involvement of US taxpayer money only comes by way of the wage that would be paid to DSS agents regardless of his presence. Diplomatic Security liaisons with his British detail to provide protection as policy because he is a visiting ambassador. It is done as a requirement of the US government.
It's important to note he isn't taking a holiday. Prince Harry's foremost reason for the trip was to visit injured American soldiers. His presence has brought considerable international awareness to their sacrifices and the good efforts of the medical staff supporting them at US institutions like Walter Reed AMC. As a normal person and fellow soldier, he also spent time listening to their stories and making them laugh. All the smiles I've seen in photos this week make it more than worth the (small) cost of his visit and I can't recall a time when the press has brought more attention to them since the beginning of the war. I wouldn't call that useless for people who have been through so much. If you are American, you more than most people should have respect for a soldier, especially one who fought alongside American troops in a war that the US started.

I'm afraid it is simple risk management. If something happened to him in the US and the US had refused to offer protection, there would be a very damageous diplomatic situation that would probably cost the US way more than it would have cost to provide protection. The US authorities would multiply the cost of the damage by the probability of the damage happening, and if the answer is more than the known cost of protection, then protection would be the cost effective solution.
Sorry it's so prosaic.
Do you like the word "damageous"? I made it up myself.
