In theory, wouldn't a moral incorruptible fascist leader be much more efficient?

Ask a Democrat, that is what the entire Democrat party is dedicated to. They believe a morally incorruptible government is the most efficient use of our resources. Individuals come and go, but government continues unabated. We should give it unlimited and ultimate power for the "common good". Go ahead and ask them, they'll freely admit it.

If they start out as the 'savior', and never waiver on their opinions, they will still change. Eventually, they'll become the 'punisher', a person who's punishments go to extremes to teach lessons.

Yes, if they were incorruptible. But, it is the question of whom will succeed them that proposes the biggest problem. Also, if they are assassinated, their country is left leaderless. There would also be a lot of problems to handle.
