What does upper mean in upper east side?

What does upper refer to? Is meant to mean north or some sort of elevated area or something?

    It means 'north'. Elevation has nothing to do with it. So, 'upper east side' means 'north-east'.

    generally physically elevated, although it can have other meanings such as you suggest, such as further up the river (which is what I believe it means for New York).
