How do I fix my computer stuttering?

I've got a Dell Inspiron 6000 and I got a brand new 140 GB hard drive. I reloaded XP but I found that every 2 or so seconds to every 5 or so seconds it freezes for just a fraction of a second...everything freezes, the video, the sounds, and the cursor. This is extremely annoying, I've tried cleaning the registry and reloading XP and even loading Ubuntu from a flash drive, it still does this. Does anyone have any suggestions?? :/

    Install more ram in the computer. Or, get the latest version of Direct-X.

    This only happens on the new hard drive? Try putting in a different hard drive, and see if the symptoms continue to occur. If they do not, obviously it's the new 140 GB hard drive.

    But since you've loaded it up from a flash drive... seems that might not be the cause. Very strange... obviously a problem with the computer somewhere. Try running a deep memory scan to see if maybe your RAM is causing the trouble.
