Can someone from the police department who volunteer get terminated for something outside of the Police Depart?

I was just wondering if someone can get terminated since they are volunteering for the police department if something in their family did something wrong which was outside of the Police Department? I have a friend who volunteers there and his wife had a mental breakdown a few times.... He has not volunteered for awhile since 08/2012 due to working two positions and recently he was terminated for unknown reasoning. Is that possible that he can get terminated for his wife's mental breakdown?

Mental breakdown as in depression and wanting to harm herself through suicide

He always went to his volunteering services, once a month or twice out of the month, but due to his wife having depression issues and wanting harm herself, they can terminate him like that without rhyme or reason? Not even an explanation why he was terminated, just it's a confidentiality speech was given to him, no rhyme or reason.

    Yes, he could be terminated if his family was involved in criminal activity. Not because his wife had a mental breakdown (whatever that is).
