It's not "Akkopa" but "Аккорд" (Akkord" - the Russian for "chord" or "accord") - so it's Russian-made. (Here's one http://www.avito.ru/sankt-peterburg/muzykalnye_ins... ).
Googling, there don't seem to be many around, so it's hard to form any idea of reputation/quality.
