Oblivion Imperial Dragon Armor?

I'm not sure if it's a bug or not but is the imperial dragon armor supposed to come with out a shield because I got all the armer besides a sword plz tell me if u can get the shield because that will be awesome if you could. Thx for answering :)

    No, shield & sword are not part of that set.
