What does it mean if an email you have sent is in the "outbox" but not under "sent items"?

It means that your email has not reached the person you are sending it to due to wrong email id or due to a network problem.
Try to send it again.

It could mean that the email is ready to be sent, but hasn't yet done so. You should be able to send it from the outbox.
