Has anyone fought the City of Victorville Calif.Water Dept and won?

This water dept will pass on a prior occupants water bill to a new buyer, landlord or user to extort money in order to turn on the water in addition to a deposit. Sometimes they remove the meter and then require the new user to buy a new one. And they seem to get away with this behavior all the time.

    Your lawyer should check that all outstanding utilities are paid before title is transferred.
