Above any other answer, keep this in mind: Since you do have a secure and private network, you CAN be held accountable for the content that passes through your internet connection. Think child porn or pirated software /movies.
A business hot-spot could also be held liable if it offers a secure connection, but would most likely not if this is a general business practice to offer free WiFi to its customers.
Bottom line is, you have a secure connection, you give your password, you might not get into as much trouble, but trouble will hit you if he does something wrong on your connection.

Not just NO, but review your Wi-Fi security settings to ensure that you're using WPA or WPA2 security, and turn off the SSID or ESSID broadcast. That last item is important — it makes your Wi-Fi router invisible to any device that has never connected to it.
I can guarantee that your password will be spead far and wide if you give it to a neighbor.

In addition, bear in mind that you may be partly or wholly liable for illegal traffic through your network, wihch itself is cause to deny outside access.

No, if you pay for the internet, It's yours and anyone else using it will increase prices and slow performance, unless their like family and you're feeling generous

Generally no unless you really trust them not to use the internet for any illegal activity and that if they do, you will be responsible for any crime investigation.
