I find it best to pick one weapon (for each character) and stick with it for upgrading. Upgrading weapons takes a considerable amount of materials (and sometimes money), so you really only have the time and resources to do one instead of a bunch of weapons per character, espeically if you're going for tier 3 weapons.
If you take a look at the weapons, its not like newer weapons have much higher stats. For example, lets look at 3 weapons for Lightning: Blazefire Saber, Lionheart, and Organyx. The base stats for each of these weapons is, in order: 15/15, 8/8, and 37/37. There's not a whole lotta difference in the stats between these weapons, so a max upgraded Blazefire Saber (her starting weapon) isn't gonna be a whole lot weaker than a max upgraded Organyx. What you want from weapons is thier abilities, especially since tier 2 and 3 weapons maintain the properties and abilities of the original weapon.
This page has a list of all the weapons in FF 13, thier stats, abilities, where to get them, and what they upgrade into: http://finalfantasy.wikia.com/wiki/List_of_Final_F...
So pick a weapon with an ability for each person that you like, and start upgrading that one. As a side note, for Sazh, I only upgraded and used his Vega 42s (his starting weapons) and he did fine in the game.
Hope this helps a bit.
