I prefer guinea pigs, but it depends what you want in a pet.
Hamsters are nocturnal and some types can live on their own. Guinea pigs are awake during the day and need to live in pairs or groups. They also need a much bigger cage since they need space to do lots of running around. They have quite strict dietary requirements and need a lot of vegetables as well as unlimited amounts of hay which can get quite expensive. They're also prone to things like URIs and need to see a vet if they show any changes in their behaviour even if they look ok.
But they make great pets if you want something that will sit with you for ages. They're very affectionate when they get comfortable and interesting to watch when they follow each other around :)

I personally prefer a guinea pig but if you don't want a pet that will be on your lap and watch tv with you or like to be held and don't need much care than get a hamster. Hamsters aren't to happy to be picked up and are really fast and crazy. Though they don't need much care. Hamsters are also nocturnal so they are most active during the night. But if you want something to cuddle with and a companion get a piggy.

I have both, and I personally prefer Guinea Pigs, because they are really social, and they are more interactive than a hamster is. They also almost never bite and love to be handled once tame. You will have to give them vitamin C daily because they can't produce it on their own, but besides that, they don't cost that much as long as you use the fleece method for bedding.
