If you define examples like Detroit and other decaying cities, the answer would be yes. Not how I would define prosperity but 'some' electorate would as to put a pretty face on it.

Not at all. Prosperity isn't a leftist goal. Taking from the prosperous, now that's right up their alley. Socialism works, until you run out of other people's money.
