no.... but what you think about while doing it probably is..... no one is "damned" for sin....... those who come to God in The Way He prescribes will enter Heaven.... those who do not.... will not.... they will face Judgement and punishment

While masturbation is not a mental illness, it is a mortal sin in the eyes of the Catholic Church. You wont be condemned to Hell if you go to confession. Our Lady said at Fatima that "More souls are condemned to Hell for sins of the flesh than for any other sin."
