I think its all luck. I found Latias in Sapphire within a few minutes of watching the TV announcement. What I did was went to Pacifidlog Town and surfed East. I think I found her on my first encounter. I would say that surfing along this route is your best chance of finding Latios. Also, if you still have your masterball, use it on Latios, he is definitely the hardest to catch in Ruby. I'm sure Latios and Latias are both found in similar areas. As far as a nickname for your Beldum, do yourself a favor and get yourself a Metagross, totally worth it. Good luck!

Its all luck, latios/latias roam around, They can literally be in any tall grass around the region.
