Bottle Neck/Conflict in this pc build?

I have had this for just about a year now, ever since I got it steam has opened very slowly (ex 5 minutes to start up) and downloading things sometimes crawl to a stop or go full speed and often stutter and vary, i have tried many different adapters and have moved computer all around and pluged it directly in so no problem in that regard. I think it has to be the motherboard or something.

OS: Windows 7 Ultimate 64-bit

CPU: Intel i5-2500K

RAM: 8GB DDR3 (forget specific brand, well known though)

MOBO: ASUS P8Z68-M PRO

GRAPHICS: AMD Radeon 6870 (ICEx or something for make)

Hard Drive: Seagate ST1000DM005

Games and everything run perfectly fine, seems to be things only related to internet, only thing i could think of is mobo or maby hd with bad speeds or something.

    The specs are good no conflict or bottlenecking there check with your isp provider that could be the problem, the z68 chipset goes good with the i5-2500k the graphic card is kind of midrange for those specs the hdd is good for those specs , plently of ram unless there is a bad ram stick
