I heard a saying "the poorest person on earth would love to trade with the poorest person in America"

what does that mean?

Like Jacki said, for example in Peru the average wages is $275 a month, our poorest people on poverty might get $12,000 a year, that is way higher and our poor (except for self chosen homeless people) on average have running water, most people in the world do not, a car, washer and dryer and maybe even air conditioning, that is not at all poor by world standards, thus our poor are RICH by international standards. A study in 2007 showed the AVERAGE PER CAPITA (person) INCOME in the WORLD to be $7,000, that is well below what we even consider poverty, In the US it is $48,000.

It implies that even the poorest person in the USA has more resources and/or options than a poor person in another nation. It has been said that a poor child in Africa would be delighted to have the contents of a dumpster in America.

Doesn't mean anything. Someone was trying to be facetious, and they failed.
