O.K. This program was instituted by Bush/Cheney. (Of course, you knew that.)
It was and is approved by Congress. (Of course you knew that.)
Any searching into an individual's communications must be first approved
by a federal judge. (Of course, you already knew that.)
What puzzles me is that you don't mention Bush/Cheney. You don't
mention Congress. You don't mention the federal judges, who act as
a safeguard on the program.
You just place the whole thing on the shoulders of the president.
I don't think that you are mentally retarded, so that I have to conclude that you
are just very poorly informed.

He cannot defund homeland security or the NSA on his own.
