This laptop really is not a good choice.
The biggest problem with this laptop is that it comes with a 17.3" 1600x900 display. 1600x900 resolution in a 17.3" display makes things onscreen large, and 17.3" displays that have 1600x900 resolution tend to be low-grade LCD panels with very poor image quality due to low contrast. You should make a point to avoid displays like this (15.6" 1366x768, 17.3" 1600x900, etc) when it is reasonable to do so. The display is key in that once it becomes reasonable for you to get a decent display, you want to try to get a decent display. The display in this laptop is not a "decent" display -- it's actually pretty bad.
It's important to keep in mind that things such as CPU (processor) and RAM (system memory) are generally among the least important things to be concerned with. Most laptops come with more than enough in these areas for most people's usage. Most concern for these arises from the fact that these components are over-marketed. There's a misconception going around that processor and memory are the "keystone" components that pave the way to a "state of the art" system, but that couldn't be more off. And it's that misconception that Dell is taking advantage of here, when setting up this system the way it is. It's a terribly dishonest practice, really. That -- and the "i7" CPU this laptop comes with is one of Intel's misnomers. Generally, the Core i7 branding refers to a CPU with four (or more) processing cores, but the one included in this Dell is more of a mis-branded i5 with slightly higher clocks and an increased cache size, but still two cores. Still more than enough, but so are most CPUs anyway.
If you're interested in gaming, which you didn't specify if you were or not (actually, you didn't mention anything about usage), then the main performance-wise component you need to pay attention to is the GPU. The GPU (actual GPU chip, not Video-RAM quantity) is the primary determining factor for game performance. Game performance tends to be bottlenecked by the GPU a fair bit before other areas.

The NVIDIA GT 650M is a bit better of a GPU than the Radeon 8730M in the Inspiron model you were looking at, and the 17.3" 1920x1080 matte display is much better both in quality and resolution itself for the size than the other laptop's 17.3" 1600x900.
