well yes you can you need a pc or a laptop wifi enabled
and download connectify here www.connectify.me it wud b better if u had an ethernet conection since it wud be free then but now u need to buy it.

The very definition of a wifi hotspot is turning a 3G or 4g device into a place for other devices to connect too.
