Breathing smoke is a bad idea from a health point of view. It doesn't matter if it's light cigarettes, been filtered through water, or a plain old fashioned pipe or cigar, your lungs are not meant to breathe smoke.
Yes, schizophrenics tend to smoke because smoking makes them a little bit sharper while on heavy doses of anti-psychotics. That's a really bad argument for non-psychotic people to smoke! No disrespect to the mentally ill intended....but, crazy people do it so it must be good?!

A lot depends on whether it's legal where you are or not. Part of the deal, an important part, is that when we join a group, an organization or a society, we get benefits from that, like highways, military protection, police and fire services, etc. and the dues we are expected to pay is that we follow the laws. So if you don't, you are stealing the organization's or society's services. That's not nothing.
Otherwise, is it a health hazard? A morality hazard? Yes, both. Probably on the order of smoking or drinking, respectively -
