Looking for a Sweet Sixteen venue and Sweet Sixteen Ideas?

Please be as specific as possible espically with the venue. This means name the exact location or business if you can. I am looking for a venue like Golden State Park in San Fransisco for a sweet sixteen ( more like a slightly grander brithday party, humble, low key for a sweet sixteen, just a couple people invited) or some nice looking outdoor place preferablly with a small lake. The venue can not be in San Fransisco. I am looking for a public place because I do not want to spend most of my budget on renting a place. I want to spend most of my budget on the actual party and entertaining guests. My budget is 250, but would like to stay close to 200.

Some place that has low rent that would be good for an old hollywood theme would be nice as well. The one element I really want for this party is a feeling of it being natural, but classy (somewhere a sophisticated, older person would go to) or chique. I really need help on what kind of activities, and decorations to put. I am not very creative so things that are I can just buy or make easily are prefferable. I am not really picky, and I want the party to seem humble but nice and memorable. Nothing too flashy or expensive. No club theme parties at all. I need some place where adults can feel somewhat comfortable

Here is my planning somewhat to see more of what I want. This is just brainstorming.

Theme: princess or old Hollywood, fake throne, masquerade, slightly flashy, classy inspirational historical figures

Food stuff: virgin drinks, cute desert looking things

Dinner: Italian, possibly French or Japaneese ( no Indian food)

Cake: Icecream or tiramisu

Gift bag stuff

Snack table thing candy?

Games for stuff do do while people wait (candyland, guess who etc)

Do a performance? Karoke

Physic… drama spews…. Maybe not

Some kind of raffle thing…. Everyone gets a gift

Venue: chique law like design, outdoor like near a lake

Activities: game for getting small prizes, food tastings (chocolate), fun videos, movie, award (people and dress) stuff/speeches. Guess how much candy, guess what kind of candy, stuff from movie scenes reactment, appropriate truth and dare games

Try to include: corsages, gazebo, sort of grand entrance with flowers, fake tiara, jewelry looking stuff food stuff, must include virgin margirittas and daqueries, ice sculpture???red carpet, lights, small stuffed animals maybe for guests

would like to include my guests somehow in details of the sweet sixteen : many are down to earth, one is a fashionista, another is a tomboy, one is very into animals and peace. I am going to include all of them in some kind of a speech as well.
