Blocky Picture on Samsung LCD LED TV?

I am getting quite a bit of blocky when watching programmes such as Rizzoli and Isles and Castle. it is not when the scenes are car chases etc. It is when someone walks by slowly with say a black jacket on. The back of the black Jacket suddenly looks like it has been chopped into Black rectangle blocks. I have probably changed a setting that I should not of. I have also seen it in the latest promo on sky about the upcoming 2nd Rugby Union test between The Lions and Australia when it has a close up of a Lions Player kicking up mud on the way to scoring a try. I am a SKy HD Subscriber. Any advice would be welcome as it sticks out like a sore thumb.

Update:

I have had the same dish for years and recently changed from a full HD Plasma to this TV. I never had any problems in the past. Have checked my signal and whilst while the signal strength is not great the signal quality is excellent. Reckon it could actually be my TV Picture Settings.
