It has values listed on it, just not religious values. And it's perfectly legit since there was already a religious monument there. Next, maybe there will be a totem pole or some other religion's idolatry erected.

if christians are allowed to endorse their religion on public property, then atheist are allowed to endorse non-religion. the same goes for other religions, they are also allowed to endorse their beleifs right next to your commandments.
