My van tries to turn over but wont start?

I took of the cover inside the van to look at the engine and tried to start it to see what would happen. The van tries to turn over for a while but I see what appears and smells to be gas squirting out every time I try to crank it. Could this be something simple like a hose that needs to be replaces or does it sound more serious? When I turn the vehicle to the on position I can hear the fuel pump working and it sounds fine. Also after trying to start it for a while the vehicle starts clunking.

This is a 1999 dodge 1500 Ram Van mark 3

    You shouldn't have anything that appears and smells like gas squirting anywhere that you can see.

    It could be simple or difficult, it's hard to tell but from gas squirting anywhere, I would say it's difficult.

    Either the battery should be *load tested which checks reserve amperage capacity /or/ a trusted privat mechanic could do an inexpensive *starter amp draw test which tells the "health of the starter.
