If drug cartels take over a territory and replace government is it gods will if they are Christian?
The whole might makes right argument. If they have the true power, will God hold them accountable/bless them? That's more or less how every country started. The bible kind of says government doesn't wield the sword (ak in this case) in vain, or something like that.

In an area controlled by a cartel, the cartel is the government. The christian doctrine is to be obedient to the government. It's the same as any other instance of territorial control by military means, such as the U.S. taking over Mexican territory in the Mexican American war. Most of the cartel rulers in South America are catholics so the situation you posit is essentially the case.

your bible verse was given to Christians to warn them that they must obey the law or those in authority will punish them according to the law. It would be hard for someone to claim to be a Christian, actually BE a Christian and rule a drug cartel at the same time so you have answered your own question.
