Transport, whether machinery, supplies, grain, or crude oil is a business expense, and is normally performed by "Lowest Bidder". I have unloaded dozens of ships in port in Australia, and nearly all of them were Norwegian flag vessels with Chinese crews. The reason is that they work for less money, the ships are relatively sea worthy, and the ships normally arrive on schedule.

Of the thousands of ships that import anything into Australia each year none are crewed by Austalian seafarers as Al said above the lowest bidder wins.
Although not many would be Norwiegan flagged most are flagged to tax havens such as Panama, Isle of Man etc most have third world crews usually from Philippines, Burma, Indonesia etc it's all about cost whoever will crew these vessels for the smallest price wins in he companies eyes,musing tax havens to flag their ships I means they operate virtually tax free using the cheapest easily exploited labour they can find.
