ubisoft invested a lot of money in ac4 as compared to ac3 therefore they are trying to earn it back by increasing the game value while gta 5 is available for 2999, the 3700 one is the special edition which comes with metal case,a full map and four digital content...and splinter cell is also of ubisoft so same strategy here
