Where could I find a heavy duty bicycle?
When I was a child, I use to love riding my bike everywhere, I was always on a heavier side, but the bike balanced me out. When I was 11 years old I broke my ankle on my bike, which made me fearful of riding again, during that time I put on a lot of weight, because I wasn't getting the exercise I was use to. Then when I turned fifteen, my father passed away and that's when my weight really sky rocketed. I've tried very hard to lose weight, but normal exercise hurts me or I get sprung ankles from walking or standing too long.
I thought about getting back to bike riding as it wouldn't be as painful and I would enjoy it a lot more, I could even bring my dog out with me. My sister bought me a Beach Cruiser, which is the bikes I always enjoyed, but my legs, my thighs really, had become too big for me to make the complete circle to peddle. I tried raising the seat, but I couldn't too much, because I wouldn't reach the ground. I'm only 5'6.
I've thought about investing in a three wheeler, that way I don't have to worry about keeping balancing and it may be possible for me to peddle easier. My only problem is finding a bike that would hold me and wouldn't damage the rims of the tires or whatnot. Is there anyway they make heavy duty bikes or ones for larger people. I'd greatly appreciate any help. Thank you.

stationary bike would be your best friend until you drop weight, its heavy duty steel, and your weight isnt really on the rim so you wont have to change it or worry about bending it.
Proper position of a seat as you call it is that you cant touch the ground when you are seated, in order to touch the ground you should have to dismount the seat. Look at youtube videos for "bike fitting" and you will see for yourself. Adjusting the seat height might help you complete the circle when pedaling.
After you drop weight and can actually ride outside, maybe a hybrid road bike as it has wider wheels that will support your weight, or maybe a mountain bike, but change the tires to street tires, less rolling resistance. By all means necessary stay away from the walmart bikes, you dont need a 4-5 thousand dollar bike, you can get a nice hybrid for under 1000 but never buy Walmart.
Three wheelers suck and are slow, and once you are light enough to enjoy riding fast, a 3 wheeler will be obsolete while a hybrid will still be plenty fun. then definitely get a road bike!

You are not supposed to touch the ground is the saddle is at the correct height. Get a stationary bike if you are afraid of falling. Diet is more important then any exercise for losing weight.

A beach cruiser is about the worst type of bike to get a work-out on. Think about it. "Cruise".
You need to go look at fitness bikes.

While seated, your feet should not touch the ground.

Read what the others say. DO NOT GET A three wheeler. They are heavy, useless, slow. They sit in seniors garages for decades.... Unridden.
