How to get an appointment at a specialist when their office staff discriminates against you?

I have one specialist in my local area, and it's a 60 mile drive to go to his office. I've been their twice now trying to get my first appointment, I was referred to by my doctor but the office staff refuses to give me that appointment. I have called that office over 200 times now in a duration of 7 months and they still refuse to give me an appointment. I believe they are discriminating against me because of my race. What options do I have? Who do I complain too? I am White.

    Either go there in person and ask them, talk to your doctor who referred you or preferably go to a different specialist.

    Have you tried to book an appointment with them under another name etc to see if you can bypass the system that they are using ?
