Is there anyone out there who can stop my sweepstakes scam calls.?

I get 2-4 calls a day. Today's first call came at 6:30 am. I have asked for help from bank, police and my provider. The bank looked the callers up and verified they were scam. They said Publishers clearing house is the only legitimate one but unfortunately they sell their mailing list. The police told me the calls come from overseas, they have a multitude of numbers and even come in as "private and unknown" so I don't get their number. My provider would only block 12 numbers so that was wasted extra service fee. I believe there must be some hackers, or geeks that could stop this. Where would I find them? Oh some of the answers I got recently were marketing companies that wanted me to purchase their service; I am retired, having no business to protect but my peace at home.
