Why do parakeets flutter thier wings when nothing is really happening? What r they trying to say? Thanx?

I'm sitting at the computer, both parakeets r talking to each other, then either one or the other or both just begint to flutter their wings out of the blue n for nothing. Wondering if they want attention or if they r pissed off or what is going on? we just barely got them from my mother in law so its already been past the initial week of getting to know us. Just need to now.
