How to tell how 10 Parts Water to 10 Parts Oil to 1 Part Citronella Oil go together?

How do I determine how much is needed if a insect repellent recipe says take ten parts water to ten parts olive oil or other vegetable oil to one part citronella oil. How much do I do for whatever container I am using. It is probably simple and I am over thinking it.

    divide the volume of the container by 21 and that is the most one part can be, you will have a final mixture that is 10/21 water, 10/21 oil, 1/21 citronella. You probably don't have to be all that precise about it though, just 10 times the amount of water as citronella, and the same amount of oil as water.
