I need to turn in an assignment tomorrow and the professor asks "How is this issue historically significant and historically specific?" It's for a sociology class and I'm writing about youth unemployment.

Historically specific = specific to the time.
So basically what was specific to the time, that caused youth-unemployment, or stopped youth-unemployment.
