Could someone answer this Yes/No/Not Given IELTS question?

Can you tell me what the answer should be to the below Yes, No, Not given question?

Q) Cloaking devices can be used for levitation.

Relevant part of the passage: “So say physicists who believe the same exotic materials used to make cloaking devices could also be used to levitate tiny objects.”

I answered this question as NOT GIVEN however as per the book, the answer should be NO. My argument is that nowhere does it mention that cloaking devices cannot be used for levitation. While it is clear that exotic materials used for making cloaking devices can be used to levitate tiny objects, it is also possible that cloaking devices themselves can be used for this purpose.

Here is what is mentioned as the reason for NO in the book's answer key:

NO because in paragraph 1, it says: 'the same exotic materials used to make cloaking devices'. It is the materials that are used, rather than the cloaking devices themselves.

    I'm going with NO. The author very carefully refers to the materials and not the devices. NOT GIVEN would be something like "cloaking devices can be used to make soup."
