Was the healthcare extention for the businesses or the Administration?

the administration has not organized the implementation of the healthcare plan, businesses have no guidelines or forms to comply with the 3000 page LAW.

Update:

Business can not comply if the administrators do not have the forms in place.

SOOO, FORMS TO COMPLY! THAT is what the businesses had been working with the administration on .. they were given an extension to get the paper work in, thereby avoiding fines. It's only 4% of corporations with more than 50 employees by the way. They got the reprieve if you will because they were working in good faith TO comply.

Thank you for pointing that out, so was it on the DL, administration needs the extention .
