Apply for Asylum Oversees ?

I am looking for countries grant asylum oversees

means that I can apply from my home country and don't have to be physically present on their soil

    I'm sure that would certainly be convenient but I'm nor aware of any country that would normally do such a thing. high profile cases like Snowden would be an exception but as you can see, it hasn't worked out especially well for him so far either.
