Can a CA state employee threaten to have CHP arrest me?

Ive been dealing with CalPers trying to get my refund processed. Theyve fought me every step of the way. Finally in a conversation i told an employee over the phone that "That is F**king Bulls**t". Then he says im being recorded and i need to be careful or he'll send CHP to "come pick me up".

That seems like a threat. Also is my remark even legally speaking a problem? In America id say no way but we are talkin California.

    Yah the people who run these phones are complete idiots. They cannot do this at all. In order for a cop to even TOUCH you, they would need a warrant. This isn't a very credible threat. Don't worry about that.

    If you know the guys name, talk to the employees supervisor. He/she should take care of that horrible employee by either firing him or giving him some sort of warning. But at the place I work, the lady who runs the phone is ALWAYS horribly rude to customers, so I imagine the supervisor wont do much.
