Right now the answer is almost universally: yes you can use Dragon's Maze card and M14 cards.

It all depends on the format you are playing. You are probably thinking of standard which is the newest two blocks and the newest core sets. In this case all cards from Innistrad 'til M14 are legal to play in standard. Once September 27 rolls around when the next block expansion rolls around everything before Return to Ravnica will rotate out of standard. Even then Dragon's Maze and M14 will still be playable together in standard. This will be true until the block after this next one comes out which will be around September 2015.

The only format that M14 and Dragon's Maze would not be able to play together is if it is a Return to Ravnica Block format since that block is only RTR, Gatecrash and Dragon's Maze, but you won't find many -- if any -- games for just the RTR block.

You can make any deck you like, and it would she better if you used the 2014 core set in the RtR block, that's what it was made for!

In Standard it's all Standard cards from all the Standard sets. the next rotation is when the next expansion set drops.
