By pruning "Peace" Hybrid Tea roses hard each year, the result will be fewer flowers which will be larger than normal.
Best results are obtained by pruning lightly in Spring, cutting back to an outward facing bud some 12" from the base. When the first flower(s) fade, cut back to the third pair of leaves on the main stem. This will result in a second flush of bloom, when this ends prune lightly to the first outward facing bud below the dead blooms.
Encourage new growth from the base of the plant by feeding "Toprose",or similar fertiliser specific to roses. When the ground is damp mulch with well rotted compost, manure or similar.
Keep the soil free of weeds, gently remove any yellowing leaves especially any showing black blotches.
Gather up and destroy any fallen leaves affected in this way.Spray the bush with a combined insecticide/fungicide to control aphids and fungi.

I have Peace rose. This is it's second year and it's started to grow over the arbour and has had several roses already this year. Peace is usually vigorous and reliable but it needs to have space as it will reach 1.2-2m high and it should never be hard pruned so this is probably where you are going wrong. It should only be lightly pruned in the spring. Cut stems back to about 2/3rds of their length and remove all wanted wood. Hopefully this will do the trick for next year.

Not all roses are repeat flowerers. Floribundas give lots but I've a beautiful rose that only flowers for about 2/3 weeks in the year

Feed it with Miracle Grow. You should start in the Spring but even now will make the plant healthier and likely to flower more.

Depends when you prune them. Shrubs and bushes like a late spring prune and climbers prefer autumn.
