theres not really a cut of age i thinks its cute when a girl still likes kid stuff (no one ever truly grows up ;)

Whenever it doesn't fit anymore. If she's small for her age and it actually does fit, I don't really see the issue, it's not like anyone is going to see it and know she's wearing kids' underwear! And it's cheaper than women's so that's an advantage.

Wear whatever underway you feel comfortable in. It's not like you're gonna go around showing everyone. Hopefully.

When it no longer fits. I mean, think about it...you can probably find Hello Kitty panties (for example) in all sizes, from toddler to adult, if you really want it.
