Is "Stop on Red" the same thing as "No Turn on Red"?

I got pulled on for disregarding a "no turn on red" sign at an intersection

Heres my problem:

I approached the intersection and saw a "Stop on Red" sign. There was no No Turn on Red sign, only a Stop on Red a couple feet before the intersection.

So I thought this meant you treat it as a stop sign. So I stopped at the intersection, when I saw there was no traffic and i was safe to turn, i turned right.

The officer gave me a citation but THERE WAS NO TURN ON RED sign.. just a stop on red.. I didnt roll through the intersection, i stopped and proceeded when clear

And since it is the end of the month, I figured he was trying to just get money

Do I have a legitimate case? There was no NO TURN ON RED sign... but a STOP ON RED. Do they mean the same thing, so do I have a legitimate case in court? (and he told me about the wrong sign that was posted on the street)

Update:

NOTE: this is in pennsylvania

Update 2:

I've never seen a Stop on red sign. I've seen stop HERE on red, which can either be with a no turn on red sign or a case where the light has sensors(need you to stop at the right place to trigger them). I have to admit that I wouldn't take a chance on a sign that says stop on red though. No harm in trying to fight the ticket, but don't expect to win.

GET a PHOTO of the LACK of signage, and the Stop on red sign, the most ridiculous sign I've ever heard of. It may as well have said OBEY the laws. The NO TURN sign would be under the light.

    Doesn't "stop" mean "no turns"

Go back to the intersection and take pictures, there is no way this should hold up.

its not your fault the sign was wrong. there is no way you would know what sign was supposed to be there. they have no case.

    make it a good day
