Do colleges frown upon sending application with out scores? (Send scores after)?

I want to apply early decision to Boston University, but I wont get my test scores back until december, maybe even january. The deadline is november 1st and I will be taking the ACT on october 20th. SCT take a bit. Would this be ok?

Check the application to see when the scores are required. My university accepted December SAT scores even though the application was due in November (they won't look at your application till your scores are in).

There is probably no reason why you should not go ahead and apply. If you have looked carefully at the instructions for "early decision" applications, and you have not seen any restrictions about submitting test scores simultaneously, then it is very likely that the university is aware of the difference between their application deadline and the availability of score reports. If you're really worried about it, you could try contacting someone in the admissions department just to verify. The university website might have contact information, such as an e-mail address or phone number. In any case, there is unlikely to be a problem.
